Short answer
A layout of sites is approved by the planning authority for that area: for example BDA in Bengaluru, BMRDA's local planning authorities such as BIAAPA near the airport, or the urban development authority or town planning department elsewhere. Larger plotted layouts must also be registered with K-RERA. Ask for the approved layout plan and release order, and check the RERA number on the K-RERA website.

Who approves layouts
Which authority applies depends on the exact village. The approved plan names the authority that issued it.
| Area | Approving authority (typical) |
|---|---|
| Bengaluru city | Bangalore Development Authority (BDA) |
| Around Bengaluru (Bengaluru Metropolitan Region) | BMRDA and its local planning authorities, for example BIAAPA around the airport |
| District towns, for example Chikkaballapura | The urban development authority (CUDA for Chikkaballapura) or the town planning department (DTCP) |
Documents to ask for
- Conversion order for the land.
- Approved layout plan with the authority's seal and approval number.
- Release order for the sites (layouts are often released in stages after roads and civic works).
- K-RERA registration certificate, where the layout needs one.
- Khata or e-Swathu record of the site in the seller's name.
Checking K-RERA
- Plotted developments on more than 500 sq m of land, or with more than eight plots, must be registered with K-RERA before they are sold.
- Search the project on the K-RERA website by its registration number, name or promoter.
- Check that the promoter, survey numbers and layout plan in the registration match what you are shown.
- RERA registration does not replace the planning approval: check both.
Questions people ask
- Is DTCP approval the same as RERA?
- No. DTCP or a development authority approves the layout plan; K-RERA registers the project for sale. A larger layout needs both.
- Do all layouts need RERA?
- Plotted projects on more than 500 sq m or with more than eight plots need K-RERA registration. Smaller ones still need planning approval.
- What is a release order?
- The authority's permission to sell the sites, usually given after the developer completes roads and other works or gives a guarantee.
